只是非常喜欢怪兽电影而一无是处的地方公务员·山田突然被委派了一项为了振兴小城的巨大任务！最终他采取的前所未闻的大作战究竟会……！？
故事发生在岐阜县关市。市政府观光科的职员山田一郎有一天突然接到了市长要他制作一部“当地宣传电影”的命令。然而对平庸无奇的“当地宣传电影”心生怀疑的山田，想出了一个他梦想已久的计划——制作一部《怪兽电影》！为了改变一直失败的自己！为了改变毫无生气的故乡！他决定用怪兽打破一切！
然而，他的这个想法却发展成了一场影响市政府的大事件……究竟山田能否完成他梦想中的《怪兽电影》呢？
这是一部充满对怪兽电影的热爱、笑料遍布、以及主人公的奋战等等……涵盖了电影所需的一切要素的怪兽娱乐电影！
首次主演电影的是搞笑组合“春とヒコーキ”的ぐんぴぃ。2019年，因在街头接受媒体采访的对话在社交网络上大火，被冠以“バキバキ童贞（バキ童）”的绰号。在本片中，他饰演了喜爱怪兽电影的主人公山田，展现出意想不到的一面。
围绕在山田身边的人物也十分豪华。
重视传统的市长由清水美智子饰演；市政府的其他成员包括曾担任「欅坂46」初代队长，近年来作为演员大放异彩并于本作首次参演电影的菅井友香，既是artist又是演员的三户夏芽，饰演山田上司的是活跃于电视剧和舞台剧的手塚通，此外还有平山浩行、田中要次、麿赤儿等人作为配角。影片不仅融入了大量对怪兽电影的致敬，还充满了笑料。毫无特点的主人公山田面对大危机，奋起一搏！结果是大失败还是大成功呢！？关市的命运，掌握在山田的手中！！

Focusing on a woman who is an unstoppable force for good, it is also a plea for community cohesion and solidarity.
